Approach this as something that promotes student achievement, note that the NCLB requirement is research-based (see CARET)

How these 2 driving forces combine with educator's mission to increase student achievement (we need to show them how these 2 driving forces will help them keep their eye on the ball instead of being viewed as one more thing that will distract them from meeting the main goal of increasing student achievement)

All Teachers should plan their lessons, but an understanding of the 21st Cent skills should help them understand why including the tech pieces is essential and why those pieces are not simply about the tech skills but about the way to scaffold higher order thinking --- this is where our work begins!
Promote District collaboration and sharing - The mechanism for doing this is to collaborate with others in the school, district, state and world -- which btw is an embodiment of a 21st century skill
